Nect welcomes establishment of official criteria by BNetzA and BSI for providers of automated identity verification

Hamburg, April 1, 2021 Nect GmbH, a leading manufacturer of AI-based identification solutions in Europe, welcomes the introduction of official criteria for automated optical identity verification, which the Federal Network Agency has presented today in agreement with the Federal Office for Information Security (BSI) and after consulting the Federal Commissioner for Data Protection and Freedom of Information. Until now, such criteria only existed for video ident procedures, where verification is performed by a human examiner.

“For Nect as a provider of Robo-Ident technology used by authorities and health insurance companies, which operates without human examiners, the establishment of such criteria is an important legal step. In the future, regulated companies and users can rely on the security level of confirmed providers, which will separate the wheat from the chaff. We can now officially demonstrate that our technical innovation offers security equivalent to on-site verification,” says Benny Bennet Jürgens, founder and CEO of Nect.

eIDAS, the European regulation for electronic identification and electronic trust services, stipulates in Art. 24 that identity verification in signature processes must be carried out on-site or that verification of identity equivalent to on-site verification is required. Whether a technology meets these requirements is determined by a conformity assessment body. Until now, Germany lacked examination criteria adapted to automatic ident procedures, resulting in an imbalance in the EU.

“We see the supplementary criteria from BSI and the Federal Network Agency as a groundbreaking milestone, as they ensure a level playing field in competition and clarity for banks, insurance companies, and other regulated companies in the EU,” says Nect CEO Jürgens.

The basis for the new criteria catalog is the German Trust Services Act, which represents the implementation of the EU-wide eIDAS Regulation into German law. The criteria catalog emphatically requires providers not only to provide evidence of the robustness of artificial intelligence, but also, as a core aspect, the prevention of so-called replay attacks. Two registered patents of Nect GmbH target precisely this. Real-time verification of video recordings of the identity document – and not just the face – is a cornerstone of Nect’s development of Robo-Ident technology. Due to the associated increasing importance of Nect technology, Jürgens expects further growing interest in the product of the company, which has received multiple awards for its technology.

Nect GmbH carried out over two million identifications last year. Nect technology was first deployed at R+V Insurance in 2018. Meanwhile, numerous other well-known companies belong to the customer base, such as HUK-Coburg and WGV Insurance. In addition to insurance companies, organizations, companies, and institutions from other sectors have also chosen the powerful and secure solution, such as Deutsche Telekom, the Federal Employment Agency, and the Hamburg Investment and Development Bank.

In addition to Nect Selfie-Ident, Nect’s core product, the portfolio includes other self-service products, such as e-signature (QES). Furthermore, use of the eID function of the new German identity card with the Nect app will also be possible in the near future.

About eIDAS

The eIDAS Regulation contains binding Europe-wide regulations in the areas of “Electronic Identification” and “Electronic Trust Services.” The regulation creates uniform framework conditions for the cross-border use of electronic identification means and trust services. As an EU regulation, this is directly applicable law in all 28 EU member states as well as in the European Economic Area.

Providers of qualified services who demonstrate compliance with the special requirements for such services under the eIDAS Regulation and receive qualified status for this can advertise their services with the new EU trust mark for qualified trust service providers.
