How does the ePass procedure work?
First, a video recording of the front and, if applicable, the back of the identity document is created. Then, the identity document (ID card, residence permit, or passport) is held to the smartphone, and the NFC chip is validated. Finally, users only need to record a selfie video in which they have to read aloud two randomly selected words. For users, this is a smooth process, without stumbling blocks such as a forgotten PIN.
Why is the ePass procedure important for identity confirmation in the healthcare sector?
Digital identity is the foundation for the transformation of healthcare solutions and health insurance companies into the digital era. A very essential part of every individual’s daily life. Therefore, solutions are needed that enable every individual to participate in the digital healthcare system. For example, around 5 million EU citizens live and work in Germany who do not possess the German eID because they are allowed to live and work in Germany with identity documents from their home country. Furthermore, the usage rate of the eID – often due to a missing PIN – is not even at ¼ of the German population 15 years after its introduction. In this respect, despite the highly secure solution with the eID, an equally highly secure alternative is needed that can be used by a broader mass. In the combination of Nect Ident for eID and ePass, we see the possibility of offering almost all people in Germany secure and easy access to the telematics infrastructure.
According to the Gematik decision, are health insurance companies allowed to integrate the ePass procedure into their ePA apps?
The Nect Ident procedure must be completed within the Nect Wallet must be followed. This corresponds to the audited and approved version. The Nect Wallet App has special safeguards against, for example, injection and replay attacks. The process has been performed millions of times and is therefore proven to be user-friendly. Users can also store their verified identity in the Nect Wallet and reuse it with telecommunication companies, insurance companies, and state lotteries, among others. 13.5 million users are already doing this.
How is the procedure for ePA safer/different from the procedures that were banned/abolished in 2022?

Distinction between Gematik approval for eGK authorization and Gematik approval for creating the HealthID
- “Approval for eGK registration / eGK PIN issuance” = the legitimation and activation of the electronic health card so that it can be used.
- “Identity confirmation for using the online service centers (OGS) of health insurance companies” = the procedure by which insured persons prove their identity to the health insurance company to activate online services (e.g., account management, application functions).
- “Approval for creating the HealthID” = the procedure by which a digital identity is assigned – the HealthID – allowing future use of apps and digital health services.
What security aspects apply to the procedures for creating the HealthID?
For the eGK + PIN or the HealthID, a procedure that ensures identity is necessary according to the law and the telematics infrastructure specification – so that eGK or HealthID are considered authentication means with a high level of trust. For the HealthID, Gematik explicitly prescribes 2-factor authentication: possession (smartphone) + PIN (knowledge). Nect meets this requirement with the ePass procedure. Our second factor is not “knowledge” like the PIN for the eID, but “biometrics” with facial comparison. This is significantly simpler because users do not have to remember a PIN.
