Hamburg, 14/10/2021 Earlier this week, the Federal Network Agency (BNetzA) published the draft of a new order on identification procedures pursuant to Section 172 (2) sentence 3 of the Telecommunications Act, new version (previously Section 111 (1) sentence 4 TKG). Once the order enters into force, fully automated identification procedures such as the Robo-Ident technology from Hamburg-based Nect GmbH could also be used for concluding prepaid contracts pursuant to Section 172 (2) sentence 3 TKG, new version.
Point 3 of the planned order permits automated video identification procedures for the first time. The requirements include, among other things, specifications on suitable identity documents, the identification process, and documentation. The Federal Network Agency aims to design the order so that it takes effect on December 1, 2021 as a practical and legally secure framework for telecommunications companies.
Benny Bennet Jürgens, CEO and founder of Nect GmbH, sees a major opportunity in the new order: “Our Robo-Ident technology is already very popular with telecommunications service providers and is already in use at Telekom Deutschland. From December, telecom companies could then also benefit from the advantages of automated video identification solutions in the prepaid segment. In addition, Nect ID as a ‘digital ID card’ enables verification in seconds.”

Using an identity document and facial recognition via selfie video, it ensures that the person to be identified and the document belong together. Various security checks, such as reading the holograms, ensure that attempted fraud has so far been detected 100% of the time, meaning fraud could be prevented.
